A speedster, oh man he is so boned! Also he should’ve aimed at her navel, it’s almost impossible to get your center out of the way of an incoming blow or projectile.
Can I just reiterate my hatred for this regime? Specifically, how they’re apparently devoted to being full Stupid Evil?
YOU HAVE SUPERHUMAN SOLDIERS AND YOU USE THEM TO FIGHT CONVICTED PRISONERS. JUST SHOOT THE FUCKERS YOU STUPID GLADIATORIAL COCKBITES.
Remember this is about bread and circuses, keeping the masses distracted with various entertainments. You have to admit, superhumans versus normals, especially armed normals (therefore giving them a “fighting chance”) is at least mildly entertaining.
It’s still immensely stupid. Especially because a *lot* of these superhumans will still die to a bullet. Hell, they’re handing political prisoners freaking rocket launchers.
You can keep the bread and circuses with the usual groups, the ones that apparently do it for cash. Hell, nobody seems to really object to it despite the risk of death. But taking political opponents and handing them both weapons and a chance, however slim, of survival is…immensely stupid.
These are the regime’s gladiators not the actual soldiers in my opinion. I wouldn’t be surprised if this arena is a good dumping ground for powered individuals they wan’t to keep in hand but not inclined/cut out to be soldiers/useful agents.
So? Set them to doing some kind of community service work or put them up with a decent stipend if they want to keep them in hand.
Don’t use them for a gladiatorial match where *your political opponents are given guns and allowed to actually shoot back*. Seriously, they capture these people already, putting them through a death course is pointless and often counterproductive because they might *survive*. Two bullets, back of the skull, shallow grave in the woods. That’s the smart thing to do, and them instead devoting immense resources and leaving large security holes for a *fucking* gladiator match is annoying as all hell.

With keeping in hand, the type of people who would willing participate in blood sports are not the ones who would be content with a paycheck and community service.
Also I believe we’re overlooking something. In this world powers can be bought by civilians. Probably some sort of vetting process for most.
It wouldn’t surprise me if the Bulldogs are a unit that is only technically a government unit. That most of the SPB members have bought their way in and are in it for the fame, legal killing, or to pay off the debt of acquiring powers. So if someone bites it by bullet not a huge loss and it opens up a spot for someone to pay exorbitant amount to be a Bulldog. And if someone is actually good, they get a job offer to good to refuse.
As for cost, offset by the money it brings in.
I suspect a lot of dissidents are taken care of quietly. The gladiatorial games are a risk. But it provides a lot of positives on a social level for promoting a desensitizing of government sponsored violence among other things. That said, the first big escape/reversal will have the project up for review/
